Mali and Rennes captain Hamari Traore and Saint-Etienne and Tunisia midfielder Wahbi Khazri are also on the shortlist.
Meanwhile, two former winners – Angers’ Sofiane Boufal of Morocco and Lyon’s Cameroon forward Karl Toko Ekanbi – are in the race to succeed last year’s victor, Gael Kakuta of Lens and Dr. Congo.
The prize is named in honor of former Cameroon midfielder Foe, who died aged 28 after collapsing on the pitch during a game against Colombia in 2003.
Burkina Fasos ousted President Roch Kabore has been allowed to return to his home in the capital, Ouagadougou. Kaboré was under house arrest in a ministerial villa in the capital since January when he was ousted in a coup led by Lieutenant Colonel Paul-Henry Damiba, who is now the head of state.
